Are there any restrictions on the use of these textures, and can they be used in commercial games?
yes you can use it in your commercial game. but few sprites (woods and bricks) looking very similar Minecraft textures ;)

Do you have plans to make tiles bigger than 16x16? Would definitely pay for them since I can also use it for top down game

Yes you can use. No i have not separate, is just a sprite sheet.
try using spriteSlicer

Umm, when I download the file the individual textures are blurry, Is there anyways I could download these individually?
show me blurred textures
Use Paint.NET or IrfanView with Smoothing disabled, the blur is because of the Upscaling Filter.
